"The bottom of one woman is completely exposed, uncovered and it's a very provocative pose that she's in," said Cox. "Clearly it was offensive and I was most concerned about the youth and the children that would be viewing this."
So how did Cox respond?
She bought every explicit shirt in the store in order to keep them off the backs of much younger consumers.
There were 19 remaining in stock, setting Cox back a little under $600.
Cox plans to return the shirts at the end of PacSun's 60-day return policy, saying this gesture was more symbolic than anything.
She also plans to meet with Orem city attorneys to see if the items violate the local code, as Orem is mostly comprised of members of the Church of Latter-day Saints, and its motto is "Family City USA."
"I hope it sends a really strong message to PacSun that at least in this community this is not a standard for us," Coox says. "This is not something we approve of."
