Neal Marshall, a resident of the UK, pleaded guilty to the charge of outraging public decency after he was found naked and masturbating while driving this month.
He was pulled over for speeding after going more than 60 m.p.h.
His lawyer, Adrian Evans, said his client got "carried away."

Never mind. His attorney did not explain the technique utilized.
"This does not excuse his actions but it goes a way to explain why he was seen doing it," Evans said of Marshall's nude, masturbating joyride through Chester.
This wasn't Marshall's first time being charged with such a crime.
In 2008, the masturbating man was given a six-month community order, and a six-month supervision, after being charged with outraging public decency.
"He bitterly regrets his actions," Evans said of his naked client.
"He never intended to be seen by a member of the public."
The driving masturbator, who was sentenced to a 12-month community order and a 12-month supervision, is still one of the tamer stories of 2013.
